new alert email notification should not be sent while same alert exits as Ready or In Process status

In APM 2.7 update, email notification function was added. 

When new alert is fired, new alert ID is created and email is sent to the email account based on the notification rules which is customized by each user. However, if the same alert exists already in the alert list with status of Ready or In Process, this new alert cannot appear in the alert list even though email notification is sent and it's very confusing.

I would like to propose to prevent sending new email notification when the same alert already exists.

    I have discussed this request with delivery team and IPRC and feel this enhancement makes a lot of sense and should be considered in our move to SmartSignal parity.

    An e-mail is sent for ANY field change in a case.  Some user are getting multiple emails in a short period of time (seconds of each other)

    This issue was reported by Duke where one user received 9 e-mails within milliseconds of each other.  It seems the functionality is such that an e-mail is sent for EVERY field change in a case.  Therefore, in their example, an email was sent for each of these changes, where the IPRC assigned the case a closure code, updated the notes and closed the case.  Additionally, it seems an e-mail was sent about the severity code, (though it had not changed).  That would account for 4 separate e-mails for the Case 10089.  (I don’t know what would account for the other 5.).

    An idea is an aggregation of email notifications within X time to limit multiple emails notifications.
