Send attachments to ServiceNow from APM Case Evidence

A requirement for trip troubleshooting cases is for the Tier I Analyst to download a high-speed timeseries data file to the ServiceNow Case, so that Tier II Analysts can easily view it. Since Tier I Analysts will be working in APM Alerts/Cases already, it would save a lot of time if the Tier I Analyst could attach the file to the APM Case, and then it would automatically get sent to ServiceNow.
